The rightful scope of responsibility and decision-making belonging to a person or governing body. In the American constitutional order, federalism recognizes that jurisdiction begins with the people, individuals, and families, whose God-given authority to govern their own affairs precedes civil government. The Constitution delegates limited jurisdiction to the federal government and reserves all remaining public authority to the states or to the people, as affirmed by the 9th and 10th Amendments.
