The method a state uses to collect and distribute education money. Operating within the state’s policy framework, some states use a compulsory taxation model to directly fund school choice programs, while others use a tax-incentivized contributions model that allows contributors to divert their tax liability from the state to a Scholarship Granting Organization (SGO). Some states use a combination of both models.
